SAN J O A Q U I N Environmental Health Department <br /> COUNTY <br /> • Verification of all pipe setbacks , cross over and burial depth according to the <br /> Manufacturers installation instructions and verification of appropriate piping backfill . <br /> • Secondary containment testing of the UDCs . <br /> • Witness soil and/or water sampling . <br /> • Monitoring system functionality : Functionality of the monitoring system must be <br /> verified to ensure that monitoring has been restored to meet the requirements of Title <br /> 23 California Code of Regulations and the Health & Safety Code . A copy of the alarm <br /> history shall be printed prior to removing of the monitoring system and made available <br /> at the time of EHD inspection . <br /> • If concrete will be broken near the USTs , a secondary containment test must be <br /> performed on all USTs once concrete is poured in accordance <br /> with the manufacturer' s guidelines and test results submitted to the EHD within 30 <br /> days of testing . <br /> Please be aware that the facility cannot operate the UST system prior to the EHD <br /> inspection and approval. <br /> 4 . Any individual performing the work of a service technician must meet the following <br /> qualifications : <br /> a . Possess or be employed by a person who possesses one of several permissible <br /> valid , current contractor' s licenses issued by the Contractors State License Board <br /> ( may be issued to the installation company) , or a Tank Tester' s license issued to the <br /> individual by the State Water Board , and <br /> b . Possess or work under the direct and personal supervision of an individual <br /> physically present at the work site who possesses a valid , current California UST <br /> Service Technician certificate issued by the International Code Council ( ICC) , and <br /> c . Possesses a valid , current certificate of training from the manufacturer(s ) of the <br /> component (s) being tested , repaired , or serviced . <br /> 5 . Individuals installing underground storage tank system components must possess or <br /> work under the direct and personal supervision of an individual physically present at the <br /> work site who possesses all of the following : <br /> a . A valid , current contractor' s license issued by the Contractors State License Board , <br /> and <br /> b . A valid , current UST Installation / Retrofitting certificate issued by the International <br /> Code Council ( ICC ) , and <br /> c . A valid , current certificate of training from the manufacturer(s) of the component (s ) <br /> being installed . <br /> 6 . The tank owner or operator shall log into the California Environmental Reporting System <br /> ( CERS ) at http : //cers . calepa . ca . gov/ and ensure all UST information is current . <br /> 7 . All components must be certified by an independent testing organization and labeled as <br /> required by the organization ( UL , ULC , ANSI , API , ASTM , etc . ) .
