Furthermore 87 product STP and UDC 11/12 were tilted around 45 degrees and not <br /> located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a <br /> leak at the earliest possible opportunity. The sensor was relocated to the lowest point of the sump by the service <br /> technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch. <br /> The 87 product, and 91 product VMI line leak detectors failed to detect a leak when tested. All line leak detectors <br /> shall be capable of detecting a 3-gallon per hour leak at 10 psi. The service technician adjusted the leak detectors, <br /> retested it, and it passed. <br /> This was corrected on site. <br /> This is a repeat violation, Class ll. <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> Owners or operators of underground storage tanks that do not meet California Code of regulations,title 23 division <br /> 3, chapter 16 section 2635(c)(2)shall test overfill prevention equipment once by October 13th, 2018 and every 36 <br /> months thereafter; and within 30 days of the date of a repair. The site conducted the test on 1/30/19, over three <br /> months late. Ensure to conduct overfill prevention equipment inspection within the time frame provided by the <br /> regulation and submit test results within 30 days of performing the inspection. Ensure a 48 hour notification is <br /> provided to EHD prior to conducting the inspection. <br /> This is a Class If violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 2nd, 2019. <br /> Document reviewed: Monitoring system certification test results from 2016, 2017, 2018 Secondary containment <br /> 2018, overfill prevention equipment inspection 2019, employee training, response plan, maintenance records, <br /> monitoring plan, financial responsibility documents and designated operator monthly inspection reports from <br /> April 2018-March 2019. <br /> FA0003290 PR0231801 SCO01 04/02/2019 <br /> EHD 23-01 Rev.09/28/2018 Page 6 of 7 Underground Storage Tank Program OIR <br /> 1868 E.
