T�1 ION <br /> During the reporting period May through early July,adult fly activity has consistently remained below fly control action <br /> thresholds of 50 and 75 as outlined in the signed Compliance Agreement between Olivera Foods and the Department. <br /> Attachment#1,Poultry Ranch Inspection Form,shows the actual weekly fly spot counts for the reporting period. <br /> This year's excessive rain fall has caused some manure handling problems as noted on the inspection reports.The area <br /> around the manure tipping and hauling pad has required re—grading and additional rock fill due to extreme wet weather <br /> causing severe ruts to form around periphery of the manure pad/hauling area. This condition has been remedied by the <br /> operator. <br /> Extreme wet weather has also required manure to stay in poultry houses for longer than one week before removal or to <br /> be tarp covered if moved outside of the poultry houses until such time as hauling trucks can access the facility to remove <br /> the manure.This condition occasionally exacerbates manure odors,and generates an occasional manure odor complaint <br /> from the community as the result of this agricultural operation and manure handling practice. The Bay Area Air Quality <br /> Management Board(BAAQMB)has been contacted and consulted on these odor complaints and has repeatedly <br /> maintained that,as a commercial poultry operation,the facility qualifies for a BAAQMB agricultural exemption and <br /> therefore would not be subject to standards which otherwise might lead to an enforcement action by the BAAQMB. <br /> The yearly fly spot compilation graph,Attachment#2,compares average fly spot counts for calendar year 2003,2004 <br /> against the current year 2005.This year's highest weekly average spot card count for the months of May,June,and July <br /> has been 46 as compared to similar monthly adult fly counts of 51 for 2003 and 29 for 2004.The average fly spot count, <br /> for the 3 month period,May,June,and July 2005 which serves as a measurement of adult fly abundance,is slightly <br /> above last years(2004)average: 20.5 vs 28.2,but still well below any action threshold that has been established. <br /> Calendar year 2004 serves as the Departments bench mark as it represents the single best recorded year for fly control at <br /> the Olivera maintained poultry facility as demonstrated by adult fly count spot cards. <br /> The Department will continue to monitor the Olivera Poultry facility to ensure that fly populations are kept below action <br /> thresholds. <br /> BACKGROUND <br /> In 2003, the Board directed the Department to provide periodic reports of Olivera Egg Ranch,4140 Canada Road, <br /> Gilroy CA.and to work with the property owner and facility operator to ensure that the ranch would operate consistently <br /> with accepted standards and practices for a commercial poultry operation. <br /> Board of Supervisors:Donald F.Gage,Blanca Alvarado, Pete McHugh,Jim Beall,Liz Kniss <br /> County Executive: Peter Kutras.Jr. <br /> 2 <br />
