0 UOS Agenda Date:Auqust 2,2005
Agenda tte€n No,64
In order to track improvement, the Department set up a quality performance measure for Olivera Egg Ranch. The
measure monitors adult fly control,as determined by weekly adult fly spot card counts.Adult fly spot cards are a
scientifically accepted assessment tool to determine fly abundance by correlating manure management and adult
domestic fly control at the facility.Fly spots are measured on a weekly basis using 16 established spot card locations
throughout the poultry houses. The weekly average of these spot cards helps the operator manage and consequently
modify its fly abatement program.Fly spots left on the cards by adult flies are counted and an average per card per week
is developed and recorded. An average of 75 or greater"triggers"a preliminary finding of a public nuisance,50 or
greater prompts the facility to increase its abatement activities, while less than 50 becomes a statistical entry in the
database.
The Department has continued to monitor the poultry facility on the same weekly schedule, however, report backs to the
Board are made to coincide with the historical months of increased adult fly activity.Reports to the Board are as
follows: first reporting period will be May,June,and July with a report to the Board at the first meeting in August;
second reporting period will be August,September, and October with a report to the Board first meeting in November.
However,a report will automatically be transmitted to the Board as outlined in the Compliance Agreement in the event
that the weekly inspection discloses excess adult fly spots.
CONSEQUENCES OF NEGATIVE ACUUN
The Board will not receive information necessary to make potential nuisance decisions regarding Olivera Foods Poultry
Ranch 4140 Canada Road,Gilroy CA.
STEPS FOLLOWING APPROVAL
No action is being requested of the Clerk of the Board. Transmittal is informational only.
ATTACHMENTS
•
• Attachment 1: Poultry Ranch Inspections May 6, 2005 through July 8, 2005
• Attachment 2: Fly Card Spot Counts 2003-2004-2005
Board of Supervisors: Donald F.
