wa
County of Santa Clara ou, ,,
Environmental Resources Agency
Department of Environmental Health
Vector Control District
976 Lenzen Avenue TA GL
San Jose. California 95126
(408)792-5010 FAX 298-6356
March 16, 2004
Olivera Foods
c/o Mr. Ed Olivera
P.O. Box 32126
San Jose, CA 95152
Subject: Commercial Poultry Facility at 4140 Canada Road, Gilroy, CA
Dear Mr. Olivera:
Thank you for accepting this Department's offer to meet on February 25, 2004. The purpose of
the meeting was to discuss the recently concluded poultry season and preparations for the up
coming poultry season.
During the past operating season the critical action threshold of 75 or more fly spot card count
average per week was not exceeded by Olivera Foods Poultry Ranch. The ranch operated at
this time, and continues to operate, under a signed compliance agreement with the Department
of Environmental Health (Department). The document clearly outlines the responsibilities of
Olivera Foods with respect to manure management and adult fly control on the ranch. The
critical action threshold was not exceeded in major part because Olivera Foods voluntarily
choose to operate the poultry operation by employing twice weekly manure clean out and
removal off-site. Twice weekly manure clean out and off site removal significantly disrupts the fly
development cycle which otherwise might occur at this poultry facility. On the several occasions
during the past year's operation cycle, when fly counts exceeded 50 or more fly spot card count
average per week, ranch personnel increased adult fly control activities per the compliance
agreement. This immediate action help to reduce the overall number of adult flies measured at
the poultry facility. Reports from the surrounding community indicated some improvement in
adult fly activity over previous years.
As a part of the meeting a discussion and agreement between Department Staff and yourself
ensued and the following presentation represents the conclusion of that discussion. The
Department's recommendations are listed first and the facilities response in italics.
1. Repair watering system so that the chronic leaks in house Number 1 are permanently
repaired.
Olivera Foods: House number 1 system under repair and all watering nipples to be replaced
to minimize leaks.
Board of Supervisors:Donald F.Gage,Blanca Alvarado,Pete McHugh,James T.Beall Jr.,Liz Kniss
County Executive:Peter Kutras,Jr.
1
