Violation#301-—A response was provided for this violation and the only outstanding item <br /> to be addressed was the leaking Graffiti Buster. <br /> City Operators originally stated the Graffiti Buster was not actively leaking, which was in my <br /> last response, but during our last conversation you indicated the Graffiti Buster was leaking. <br /> After meeting with City Operators again, Operators informed me they were mistaken and the <br /> ,1 Graffit Buster in fact had leaked onto the shelve and floor. Operators have informed me they <br /> tried cleaning all residue from the leak,but it had stained onto the shelving and floor and are <br /> unable to remove. There is also an additional blackish stain,which you identified in your <br /> photo. However,the City of Lathrop did not have a leak that caused the black stain and the <br /> black stain was created by the previous owner of the property. See photo's of gray staining on <br /> the shelve and floor. <br /> Violation#401–Completed and closed out. <br /> Violation #403–As explained in my previous response,the City immediately ensured the <br /> container of Graffiti Buster was sealed, and then placed into a secondary container until it was <br /> completely used. As explained in violation#301,the City attempted to clean up the staining <br /> from the leaking Graffiti Buster, but was unable to remove the stains. <br /> After consulting with City Operators again,they informed me in fact they were wrong and the <br /> by-lux bright(safety)red did have paint left in the can, and was not closed. The by-lux bright <br /> (safety) red had so little paint left in the can it was not usable. Therefore,the can was sealed <br /> and discarded in the normal trash. <br /> Operators also informed me the paint thinner containers, which had been stored behind the <br /> storage shed was empty of hazardous waste, but had accumulated rain water in the can. The <br /> rain water was emptied by discharging down the onsite sanitary sewer, and the container was <br /> discarded in the normal trash. �rW <br /> Violation #404 & 407–Completed and closed out. <br /> Violation #601–After consulting with the City again,the City informed me the accumulation <br /> date was wrong as it was labeled July, 2016. However,the actual accumulation date should <br /> 111 have started Jay-20-12. City Operators dropped off the waste container labeled July, 2016 <br /> at a local hazardous waste facility. Attached are photos of the manifest, and the new container <br /> with the current accumulation date of August 15, 2016. <br /> } Violation#605–You advised me this violation was still open because of violation#403. <br /> The container of Graffiti Buster was sealed, and then placed into a secondary container until it <br /> was completely used.
