Louise Water Treatment Facility Page 1 <br /> Lathrop,CA <br /> April 7, 2017 <br /> SECTION 1 CONTINGENCY PLAN <br /> 1.1 Introduction <br /> The Hazardous Materials Contingency Plan developed for Louise Avenue Water Treatment <br /> Facility (LAWTF) to minimize hazards to human health and the resulting environment from any <br /> unplanned release of hazardous materials. This plan outlines the emergency response <br /> procedures that shall be followed by personnel if hazardous materials are released. This <br /> plan is designed in compliance with Title 22, California Code of Regulations, Section 66260.10. <br /> 1.2 Purpose § 66265.51 <br /> The Hazardous Materials Contingency Plan pertains to any hazardous material incidents. This <br /> shall also include any confirmed fire, suspected contamination and serious injuries and/or <br /> death as a direct result of a hazardous material incident. <br /> This document does not cover every conceivable situation that may require emergency <br /> response. However, emergency procedures are developed for the most likely situations. <br /> Examples of the type of situations that have emergency procedures include fire, injury, toxic, <br /> and combustible gas release. Suggested "step by step" responses to these scenarios are set <br /> forth as Action Guides in Appendix E—Action Guides. <br /> The basis of this Contingency Plan is that pre-planning allows for a rapid, organized and safe <br /> response in emergencies under the direction of an Emergency Coordinator <br /> 1.3 Emergency Coordinator—Primary Responsible Person §66265.55 <br /> The Superintendent for the facility is the designated Emergency Coordinator. The Utility <br /> Employee is the Designated Alternate. Both the primary and alternate are appropriately <br /> trained to execute the required duties of the Emergency Coordinator. The responsibilities of <br /> the Emergency Coordinator are detailed in Appendix C — Responsibilities of Emergency <br /> Coordinator and Designated Alternate. <br /> 1.4 Emergency Coordinator and Designated Alternate <br /> The Emergency Coordinator (Incident Commander) has full authority to coordinate and <br /> implement spill response and removal actions for the LAWTF. <br /> The Emergency Coordinator will also be the contact person between the appropriate federal <br /> authorities and responders, which includes immediate communication with the federal <br /> authorities and responders. <br />
