The transfer of command will include six steps. These six steps include: <br /> • The incoming qualified individual will perform an assessment of the incident situation <br /> with the current emergency coordinator. <br /> • The current emergency coordinator will adequately brief the emergency coordinator. <br /> • Delegation of authority must be through written communication. <br /> • The incoming emergency coordinator will determine the appropriate time for the <br /> official transfer of command. <br /> • The staff and assigned personnel will be notified of a change in incident command <br /> • The incoming emergency coordinator will decide whether to give the previous <br /> emergency coordinator another assignment on the incident. <br /> 1.5 Priorities <br /> In developing this Contingency Plan the following priorities were applied. <br /> • First, safety of LAWTF employees and the contractors employed by LAWTF <br /> • Second, safety of the public <br /> • Finally, protection of the environment and property <br /> 1.6 Facility Description <br /> The property consists of approximately 15 acres with one maintenance building and <br /> components of a potable water treatment facility for the removal arsenic. Operations at the <br /> site started in 2012 and the facility currently employs five certified water treatment operators. <br /> Treatment processes at the LAWTF, located outside of the building, include receiving raw <br /> water from 6 off site wells, injecting sodium hypochlorite and ferric chloride and removing <br /> arsenic through the series of 4 filters vessels. Bi-product from this treatment generates <br /> hazardous waste materials. <br />
