Louise Water Treatment Facility Page 5 <br /> Lathrop,CA <br /> April 7, 2017 <br /> SECTION 2 ACTIVATION OF EMERGENCY RESPONSE § 66265.52 <br /> The information provided in this section describes what will be needed during an actual <br /> emergency involving the release of hazardous substances. The Emergency Response <br /> Information section of the Plan includes the following components: <br /> 1. Emergency Classification (Section 2.1) <br /> 2. Internal Emergency Notification (Section 2.2); <br /> 3. Notification (Section 2.3); <br /> 4. Response Personnel (Section 2.4); <br /> 5. Action Guides & Emergency Procedures (Section 2.5); and <br /> 6. Emergency Documentation (Section 2.6) <br /> 2.1 Emergency Classification <br /> It is expected that emergency response will be activated when a significant event occurs at <br /> the facility that affects the health/safety of employees; the environment; or the security of <br /> the facility's physical assets. <br /> A significant event is categorized as Minor, Serious or Major based on the nature of the event <br /> and the degree of public agency response. Appendix 8- Incident Classification Guidelines <br /> defines three levels of emergencies. <br /> Level 1- MINOR EMERGENCY <br /> Level 2 -SERIOUS SITE/AREA EMERGENCY <br /> Level 3 - MAJOR GENERAL EMERGENCY <br /> LEVEL 1: MINOR EMERGENCY <br /> This would be an onsite emergency that involves only LAWTF personnel or contractor <br /> personnel. All on-duty employees are considered to be part of the response team and <br /> respond as their training and knowledge allow. <br /> LEVEL 2: SERIOUS SITE/AREA EMERGENCY <br /> This occurs when it is determined that outside agencies need to be notified. This could be a <br /> medical emergency, a public party vehicle accident, or a minor brush fire. LAWTF employees <br /> may be involved in the response but generally the agency response will be predominant. <br /> LEVEL 3: MAJOR GENERAL EMERGENCY <br /> When it is necessary for outside agencies to implement the local emergency response plan, <br /> LAWTF employees will assist on an as-needed basis for major emergencies as their training <br /> and knowledge will allow. <br />
