Louise Water Treatment Facility Page 10
Lathrop, CA
April 7, 2017
SECTION 3 TRAINING
Written emergency procedures are only effective if implemented and carried out properly. All
personnel are expected to respond to an emergency; therefore, each employee shall receive
training at least annually and to the level at which they will be expected to respond. See
Appendix F- Training Program Details.
LAWTF does not train its employees in emergency response skills beyond that are required for
the hazards of LAWTF operations.
All new employees receive the equivalent of First Responder Awareness Training, as part of
the LAWTF new employee Basic Training. This initial training is upgraded to First Responder
Operations Training once the employee has had the opportunity to participate in one of the
annual drills.
3.1 Response Training Programs
LAWTF personnel are trained in accordance with the Occupational Safety and Health Administration
(OSHA) Hazardous Waste Operations (HAZWOPER) standard (29 CFR 1910.120), receive formal release
training, and receive additional training on various Environmental, Health and Safety topics. These
training programs are described below.
Table 3-1:Training Matrix—LAWFT
Employee Classification HAZWOPER Training Level
Superintendents First Responder Operations with Task
Specific training
Employees First Responder Operations with Task
Specific training
New Employee Initial First Responder Awareness;
upgraded to First Responder Operations
following annual group training.
3.1.1 HAZWOPER Training
LAWTF personnel verify that all members of the facility response team, including contractors and
casual laborers, have the appropriate training.
