Louise Water Treatment Facility Page 11 <br /> Lathrop, CA <br /> April 7, 2017 <br /> 3.1.2 Release Training <br /> LAWTF personnel are trained in release prevention, equipment operation and maintenance, and <br /> environmental awareness to prevent and respond to discharges of hazardous materials, both on the <br /> job and at recorded monthly safety meetings. Training is documented and maintained for five years. <br /> Employees receive prevention training on the following topics: <br /> • Points where leaks or spills could occur, <br /> • Containers/vessels failures that could result in a spill, <br /> • Locations of valves and other equipment and their operational function, and <br /> • Preventative maintenance procedures. <br /> 3.1.3 Additional Training <br /> In addition to OSHA training, facility-response team members are also trained in fire and emergency <br /> response. All appropriate LAWTF employees are trained in incipient firefighting and the operation of <br /> the field alarm system. Selected LAWTF team members also receive awareness training in the <br /> following topics: <br /> • Respiratory protection <br /> • Hearing conservation <br /> • Lockout/tagout <br /> • HAZCOM <br /> • Confined space <br /> • Atmospheric monitors <br /> • Fire extinguisher training <br /> 3.1.4 Training Records §817.02(t)(2) <br /> LAWTF maintains training records for all team members for at least five years, or as long as the <br /> individual is assigned to the Response Team, whichever is longer. Records are kept at City Hall and the <br /> Maintenance Department. <br /> 3.2 Employee Awareness Program <br /> Effective emergency prevention and/or response depend on LAWFT employees. Employees must be <br /> familiar with hazards in their work place and adjacent work areas. To attain this goal, LAWFT <br /> maintains a written hazard communication program (included in CERS reports) detailing the following: <br /> • Use of labels and other forms of warning; <br /> • Location of and means of distributing material safety data sheets (SDSs); <br /> • Employee information and training; <br /> • Onsite hazardous chemicals; <br /> • Employee warning and information programs regarding hazards of non-routine tasks and hazards <br /> associated with chemicals contained in unlabeled pipes, and <br /> • Proper use and care of required PPE. <br />
