Louise Water Treatment Facility Page 11
Lathrop, CA
April 7, 2017
3.1.2 Release Training
LAWTF personnel are trained in release prevention, equipment operation and maintenance, and
environmental awareness to prevent and respond to discharges of hazardous materials, both on the
job and at recorded monthly safety meetings. Training is documented and maintained for five years.
Employees receive prevention training on the following topics:
• Points where leaks or spills could occur,
• Containers/vessels failures that could result in a spill,
• Locations of valves and other equipment and their operational function, and
• Preventative maintenance procedures.
3.1.3 Additional Training
In addition to OSHA training, facility-response team members are also trained in fire and emergency
response. All appropriate LAWTF employees are trained in incipient firefighting and the operation of
the field alarm system. Selected LAWTF team members also receive awareness training in the
following topics:
• Respiratory protection
• Hearing conservation
• Lockout/tagout
• HAZCOM
• Confined space
• Atmospheric monitors
• Fire extinguisher training
3.1.4 Training Records §817.02(t)(2)
LAWTF maintains training records for all team members for at least five years, or as long as the
individual is assigned to the Response Team, whichever is longer. Records are kept at City Hall and the
Maintenance Department.
3.2 Employee Awareness Program
Effective emergency prevention and/or response depend on LAWFT employees. Employees must be
familiar with hazards in their work place and adjacent work areas. To attain this goal, LAWFT
maintains a written hazard communication program (included in CERS reports) detailing the following:
• Use of labels and other forms of warning;
• Location of and means of distributing material safety data sheets (SDSs);
• Employee information and training;
• Onsite hazardous chemicals;
• Employee warning and information programs regarding hazards of non-routine tasks and hazards
associated with chemicals contained in unlabeled pipes, and
• Proper use and care of required PPE.
