APPENDIX C - RESPONSIBILITIES OF EMERGENCY COORDINATOR <br /> AND DESIGNATED ALTERNATIVE <br /> LAWTF Superintendent— Emergency Coordinator <br /> Utility Employee—Designated Alternate <br /> Emergency Coordinator and Designated Alternate are either on the facility premises or on call <br /> (i.e., available to respond to an emergency by reaching the facility within a short period of <br /> time) with the responsibility for coordinating all emergency response measures. This <br /> emergency coordinator and designated alternate are thoroughly familiar with all aspects of the <br /> facility's contingency plan, all operations and activities at the facility, the location and <br /> characteristics of waste handled, the location of all records within the facility, and the facility <br /> layout. In addition, both roles have the authority to commit the resources needed to carry out <br /> the contingency plan. <br /> RESPONSIBILITIES AND AUTHORITY OF SUPERITNEDENT AND <br /> UTILITY EMPLOYEE (DESIGNATED ALTERNATE) <br /> 1. Implement the Integrated Contingency Plan for the LAWTF. <br /> 2. Notify Company management, response personnel, and government agencies as <br /> appropriate. <br /> 3. Assume the role of Incident Commander of the Incident Response Team when <br /> activated. <br /> 4. Activate internal alarms and hazard communication systems to notify all facility <br /> personnel. <br /> 5. Gather the information on the incident required for agency notification. <br /> 6. Conduct an initial incident assessment and provide response personnel at the scene <br /> with the assessment. <br /> 7. Initiate immediate communication with the Federal On-Scene Coordinator and State <br /> Incident Commander. <br /> 8. Obligate, either directly or through prearranged contracts, any funds/monies <br /> required to carry out all necessary or directed response activities. <br /> 9. Act as a liaison with federal, state, and local officials. <br /> 10. Assess the possible hazards to human health and the environment due to the <br /> release. <br /> 11. Develop strategic objectives and direct overall response operations. <br /> 12. Assess and implement prompt removal actions to contain and remove the <br /> substance released. <br /> 13. Approve the ordering and release of resources. <br /> 14. Coordinate rescue and response actions. <br /> 15. Review and approve all press releases. <br />
