BOMB THREAT, <br /> VANDALISM &SABOTAGE (Cont.) <br /> VANDALISM: <br /> Vandalism becomes an "emergency" only when it causes an emergency event. <br /> Upon detection of an act of vandalism, the employee discovering or investigating the incident <br /> shall contact the Emergency Coordinator or if absent, the next in command. Upon reviewing <br /> this report, the Emergency Coordinator shall declare the affected portion of the facility <br /> equipment/pipelines as operating in an "abnormal" status until the damage is repaired. <br /> An act of vandalism will most likely be detected by one of three ways: <br /> 1. Routine Inspection. <br /> 2. Inspection in the area. <br /> 3. Inspection resulting from reports of vandalism in the area. <br /> a. It is advised to investigate other facilities before resuming operation, but it is not <br /> required. <br /> b. All acts of vandalism shall be reported the Emergency Coordinator. The Emergency <br /> Coordinator will determine if a report to local law enforcement officials is <br /> appropriate. <br /> c. Assess the situation and repair the facility damage using the appropriate repair <br /> techniques. <br /> SABOTAGE: <br /> 1. Determine the extent of the sabotage at the affected facility. Was the sabotage limited <br /> to one type or one incident, or were there multiple types and incidents? <br /> 2. Determine the type(s) of malfunction or misinformation that may result from the <br /> sabotage. What will the effect on operation be? <br /> 3. Determine if other facilities were similarly damaged. <br /> 4. If equipment was damaged, patrol the facility to find further evidence of sabotage. <br /> 5. If pipelines themselves were damaged, patrol the line walk the right-of-way to find <br /> evidence of further sabotage. <br /> 6. Repair the facility damage using the appropriate repair techniques or by replacing parts <br /> or pipes as necessary. <br /> 7. When confident that no more sabotaged areas exist, the facility operations may be <br /> restarted. <br /> 8. The first 24 hours of operation should be according to the abnormal operation <br /> procedures. This is to insure that the facility is safe. <br /> 9.
