Introduction <br /> a. The following written procedure has been developed to comply with <br /> requirements set forth in the City of Lathrop's Phase 11 Small MS4 General <br /> Permit(Section E.9.d). The City is required to conduct an investigation(s)to <br /> identify and locate the source of any suspected illicit discharge within 72 hours <br /> of becoming aware of the suspected illicit discharge or 24 hours of non-storm <br /> water suspected of being sanitary sewage and/or significantly contaminated. <br /> 2. Investigation Protocol <br /> a. The City will prioritize investigation and corrective action resources for any non- <br /> storm water discharges suspected of being sanitary sewage and/or significantly <br /> contaminated over non-storm water flows suspected of being related to cooling <br /> water, wash water, or natural flows. <br /> b. In the event of an SSO, City will respond with clean up and containment within <br /> 24 hours of discovery. The City will attempt to contain the SSO as soon as <br /> possible until adequate clean up takes place. <br /> c. The City will immediately contact the San Joaquin Environmental Health <br /> Department(209)468-3420 and/or the local Fire Department(if hazardous <br /> material is discovered or suspected) in the event of a significantly contaminated <br /> non-storm water discharge is suspected to have occurred or any flow that is <br /> believed to be an immediate threat to human health or the environment. <br /> RED-1VIED <br /> MAY 0 2016 <br /> ENVIRONMENTAL HEALTH <br /> DEPARTMENT <br /> Appendix A—IDDE Source Investigation&Corrective Actions Procedure and Forms <br />
