Page 3 <br /> Site Investigation: Sampling Report <br /> Louise Avenue Water Treatment Facility <br /> 1.0 INTRODUCTION <br /> EnviroTech has prepared this site investigation sampling report on behalf of the LAWTF located in the City <br /> of Lathrop(Figure 1). LAWTF is a municipal water treatment facility located at 2112 E. Louise Ave., Lathrop, <br /> California 95330 (Site). <br /> LAWTF consists of approximately 15 acres with one maintenance building and components of a potable <br /> water treatment facility for the removal of arsenic. Operations at the site started in 2012, and the facility <br /> currently employs five certified water treatment operators. Treatment processes at the LAWTF include <br /> receiving raw water from 6 off-site wells, injecting sodium hypochlorite and ferric chloride, and removing <br /> arsenic through the series of 4 pressure filter vessels. The pressure filters are cleaned by removing and <br /> disposing of the collected solid material (filter cake) on a regular basis. <br /> An inspection by the San Joaquin County Environmental Health Department in May 2016 noted that a batch <br /> tank had overflowed and released "hazardous waste" consisting of filter press sludge, to the ground. The <br /> filter press sludge had entered the storm drain and traveled into the retention pond on Site. It was also <br /> noted that the solid filter cake was stored directly on the ground in one area of the Site. Historical <br /> characterization of the filter cake and sludge identified the constituents of concern (COC)to be arsenic and <br /> vanadium.This Plan describes additional assessment to further identify impacted soils and remediate these <br /> soils as appropriate. <br /> 1.1 Site Location <br /> The geographic coordinates for the approximate center of the Site are 37°80'99.56" north latitude and <br /> 121°26'55.71" west longitude (NAD83). The site location is shown in Figure 1. The Site is located in the <br /> north half of Section 36, Township 1 South, Range 6 East, Mount Diablo Base and Meridian. <br /> The Site is bounded on the north by an empty field; on the east by a parking lot and entranceway to a <br /> shipping facility located to the south; on the west by a steel building manufacturer.
