S0 JOA U 1 Environmental Health Department <br /> U ; i y I AMENDED <br /> 9/21/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> WESTERN ERECTORS STRUCTURAL STEEL 1 13730 CAMPBELL RD, ESCALON August 18, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The following was observed in the hazardous waste storage area; "the Barn": <br /> -Secondary containment for two 55-gallon containers with used oil observed with approximately 2 inches of used oil <br /> accumulating inside. <br /> -One oil pan observed with approximately one inch of used oil accumulating inside. <br /> The following was observed in the maintenance shop; "shop one": <br /> -One oil pan filled up completely with used oil. <br /> REGULATION GUIDANCE:All facility spill control equipment shall be maintained as necessary to assure its proper <br /> operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment for two 55-gallon containers with used oil and two oil <br /> pans with used oil into proper working order by removing the liquid in the secondary containment and placing in the <br /> proper waste container. Provide a corrective action statement to the San Joaquin County Environmental Health <br /> Department within 30 days. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Empty HW or HM container greater than 5 gallons not managed per this section. <br /> OBSERVATION: The following were observed adjacent to the hazardous waste storage area; "the barn": <br /> -Four empty 55-galllon containers with no empty date. Operator stated the empty containers have been on-site <br /> longer than one year. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately manage all empty containers within one year of that date. Manage the <br /> container per Title 22 CCR section 66261.7.
