Date : April 29, 1988 <br /> Senior Waste Management Engineer <br /> Subject: MCCORMICK & <br /> BAXTER SEWER LINE <br /> INTEGRITY REPORT - <br /> FEBRUARY 1988 <br /> From Jeff Van Slooten <br /> Associate Hazardous Materials Specialist <br /> The report presents the findings of closed circuit television <br /> inspection of the existing sewer line from McCormick and Baxter <br /> to Church Street, along with conclusions. The report also <br /> provides information on sewer line capacities between M & B and <br /> SRWCF. The Department will withhold any comments on sewer line <br /> capacities until the volume of discharge from M&B becomes an <br /> issue. <br /> All defects in the sewer line are potential sources of emission <br /> into the environment. In addition, all joints submerged under <br /> wastewater with vertical misalignments are suspected. McCormick <br /> and Baxter is responsible to define the contamination and risks <br /> caused by the facility. Based on information provided in the <br /> closed circuit television inspection, M&B must provide data to <br /> show the mass of contaminant which has been released from defects <br /> in the lines since the time that waste discharge was initiated. <br /> Past history of the sewer line and storm drains used for M&B <br /> discharge must be provided to completely assess all releases into <br /> the environment. In a personal communication with Bob Castelli <br /> at SRWCF, it was stated that the sewer line along the direction <br /> of manhole 7 to 5 (installed in 1919) originally continued south <br /> under Highway 4 and connected at Church and Pershing. <br /> Installation of Highway 4 caused the pipe from manhole 5 to <br /> Church and Pershing to be abandoned. Also the 10 inch line on <br /> Washington Street (between manholes 8 and 7) was also replaced at <br /> some unknown time because the line was plugged. Deposition of <br /> M&B wastewater and groundwater discharge during that time should <br /> be provided. <br /> The Department does not accept the conclusion drawn by McCormick <br /> and Baxter that the potential for releases caused from the sewer <br /> line are low. The results are speculative with no data presented <br /> to support the opinion. Calculations to show the mass of release <br /> would be assumptive because a lack of information on chemical <br /> concentrations, amount of head, and the length of time. <br /> The report does not provide any proposals for additional work. <br /> The Department believes that soil sampling in the areas of leaky <br /> joints are necessary to define the mass of release and associated <br /> risk. <br /> JV:mr <br />
