Also submitted were a Preliminary <br /> Site Assessment for Dioxins Work Plan, On-site Wells Work Plan, Tank and Sump <br /> Integrity Report, preliminary Community Relations Plan, and Stockton Regional <br /> Wastewater Control Facility (SRWCF) Assessment Work Plan, dated October 1987. <br /> All of the documents were submitted pursuant to the "Work Plan for Completion of <br /> the Site Assessment Plan and Pollution Control and Mitigation Plan. The Quarterly <br /> Report and On-site Wells Work Plan are a summary of work performed and data <br /> collected during the period from July through October 1987. The rest of the <br /> submittals are self-explanatory. <br /> After review, I have no comments regarding the Quarterly Report, On-site Wells <br /> Work Plan, and preliminary Community Relations Plan. My comments regarding the <br /> remaining documents, segregated by copy topic, are as follows: <br /> Tank and Sump Integrity Report <br /> 1. The on-site sumps are presently (or will be) inspected. Further actions may <br /> be assessed in the Feasibility Study stage as proposed. The three under- <br /> ground tanks, however, should be either permitted or removed at this time as <br /> required by Title 23 regulations and Local Health District requirements. <br /> Results of these actions should be reported as part of the Remedial Investi- <br /> gation actions. <br /> 2. The Appendix A tank testing data does not contain testing results, only <br /> information sheets. <br /> Dioxin Work Plan <br /> 1. A sample of the raw stock Pentachlorophenol should be analyzed for Dioxins as <br /> a baseline and to confirm the reported literature values. <br /> SRWCF Assessment Work Plan <br /> 1. I strongly agree that careful QA/QC for sampling and analysis should be <br /> applied at the SRWCF to resolve existing data discrepancies. This will <br /> require coordinated efforts by CH2M Hill , McCormick & Baxter, the City of <br /> Stockton, and both DHS and the Regional Board. A meeting between all the <br /> concerned should be held as soon as possible, especially since the City is <br /> presently proposing additional sludge sampling and analysis for Dioxins. <br />
