Box 3048 <br /> Portland, OR 97208 <br /> Dear Mr. McCormick: <br /> The State has received your final technical response, dated <br /> November 12 , 1987 . McCormick & Baxter has satisfied the <br /> State ' s concerns, stemming from our letter dated <br /> September 30, 1987 , except for well sampling techniques. The <br /> sampling port modification may reduce aeration at the <br /> collection point. However, this does not address losses <br /> caused from the reduced pressure at the pump inlet, which are <br /> possible for centrifugal pumps. To quantify this problem, the <br /> State has proposed to CH2M-Hill that comparison sampling could <br /> be performed when pumps have been removed for maintenance. <br /> However, sampling of wells at the boundary of the plume must <br /> be performed using an accepted standard of practice for <br /> collection of volatile organics in groundwater. <br /> It is the Department ' s policy to review and approve Health and <br /> Safety (H&S) Plans prior to initiation of work. Therefore, <br /> when the nature of the field work changes, as might affect the <br /> H&S Plan, a new or revised H&S Plan must be submitted. For <br /> example, if soil excavation is pursued at the site, a H&S Plan <br /> would be required. <br /> The State will be prepared to discuss any technical responses <br /> and also the quarterly report at a meeting after December 15. <br /> Please contact Jeff Van Slooten at (916) 924-2130 or <br /> Gary Reents at (916) 361-5742 to make the necessary <br /> arrangements. <br /> Since ely your , <br /> James T.
