Allen, Ph.D �,N�IRM\1 fSE <br /> Chief, Northern California Section <br /> Department of Health Services <br /> Toxic Substances Control Division <br /> 4250 Power Inn Road <br /> Sacramento, CA 95826 <br /> Dear Dr. Allen: <br /> On September 15, 1987, CH2M HILL personnel, representing <br /> McCormick & Baxter Creosoting Company, met with personnel <br /> from DHS Headquarters, DHS Northern California Section, and <br /> RWQCB to discuss plans for aquifer testing at the McCormick <br /> & Baxter site. The meeting was requested by McCormick <br /> & Baxter in order to resolve differences of opinion re- <br /> garding testing procedures. <br /> Based upon previously received comments on the McCormick <br /> & Baxter Workplan (DHS - July 3 , 1987) , CH2M HILL modified <br /> the aquifer test plan to provide additional data and im- <br /> proved data management procedures. This modified approach <br /> was presented and discussed in the September 15 meeting. It <br /> was concluded by all present that the new aquifer test plan <br /> addressed agency concerns and was an acceptable approach. <br /> Attached is an amendment to the McCormick & Baxter Workplan <br /> which details the aquifer test approach. The amendment re- <br /> places the equivalent section in the Workplan. <br /> An exact schedule for implementation of the aquifer test has <br /> not been finalized but the test is generally scheduled to <br /> begin after the offsite wells (Task 2) have been installed. <br /> CH2M HILL will notify DHS and RWQCB at least 30 days prior <br /> to initiation of aquifer testing activities. <br /> During the September 15 meeting, following agreement as to <br /> the aquifer testing method, DHS representatives stated that <br /> several other aspects of the Workplan needed to be discussed <br /> because a few disagreements still existed regarding methods <br /> and procedures. We regret that at that time we were unable <br /> to discuss these other Workplan items.
