Mr. James T. Allen, Ph.D
Page 2
September 29 , 1987
M11701 .F0
existed, McCormick & Baxter assumed that, with the exception
of aquifer testing, the final Workplan met agency approval.
Therefore, we were unprepared to discuss topics other than
aquifer testing. In addition, McCormick & Baxter representa-
tives were not present at the September 15 meeting and CH2M
HILL did not have authority to negotiate Workplan items other
than aquifer testing. McCormick & Baxter and CH2M HILL will
be glad to meet with agency representatives to discuss various
Workplan items. Please let us know which topics you wish to
discuss and that way we can come to the meeting fully pre-
pared and with the appropriate personnel.
I would like to comment that the September 15 meeting was a
model meeting as far as resolving aquifer testing issues.
All parties present were aware of the points of disagreement
and were open to a modified approach which addressed these
concerns . After a discussion of the modified approach and a
question and answer period, everyone agreed to the aquifer
test plan, which was the intent of the meeting. We appre-
ciate the agency' s willingness to work on problem resolution
in this constructive manner, and we feel that any remaining
points of disagreement can also be resolved through this
approach.
Sincerely,
E. Wayne Pearce, Manager
Hazardous and Toxic Wastes
vb/SAC3/6
Attachment
cc: Jim Tjosvold, DHS
Antonia Vorster, CVRWQCB
Gary Reents, CVRWQCB
Ron Valinoti, SJLHD
