State of California Department of Health Services Memorandum To Jeff Van Slooten Date : June 25, 1987 Subject: Site Safety Plan from Work Plan for McCormick and Baxter From Pamela Murcel�1 `Hare, CIH Associate Industrial Hygienist I have reviewed the subject plan for health and safety considerations. Please find my recommendations for revising this plan detailed below. In general, the plan is deficient in, the following areas: -- Training requirements - in particular daily safety briefings and training which addresses the specific hazards of this pro- ject. -- Medical surveillance - any needs specific to the hazards of this project. -- Hazard evaluation - does not address heat stress and does not adequately address noise; heat stress due to protective equip- ment and climate will be a serious hazard during this project; excessive noise exposures are likely during mud rotary drilling operations. -- Exposure monitoring - need a plan covering personal monitoring for heat stress, noise, lead, arsenic, chromium VI, and or- ganic vapor contaminants. -- Contingency plan - only addresses injury; potential for other emergencies which need to be addressed. -- Documentation - a record of field activity is provided and preparation of accident reports is addressed; other items that need to be included are exposure monitoring records, respirator fit-test records, sign-up sheets for daily briefings and other training, sign-off sheet for workers acknowledging site safety plan, etc. Specific comments on items covered by the plan are as follows: 1. page C-1, Overall Hazard Summary Delete the "x" in "low"; the text of the plan indicates an overall hazard of moderate with which I concur due to the active status of the facility, and the potential hazards associated with the contami- nants and the contractor's planned activities.
