`STATE OF CALIFORNIA _ GEORGE DEUKMEJIAN, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A
SACRAMENTO. CA 95827-3098 "E
20 July 1990 CEN I'V'E
n 11111t,
Mr. Charles McCormick, III, President J U L 2 7 1990
McCormick and Baxter Creosoting Company EIVV,ROI`MENTAL HEAL-11H
P. 0. Box 3048 PERNI11 /SERVICES
Portland, OR. 97208
MCCORMICK AND BAXTER CREOSOTING COMPANY - REMEDIAL ACTION PLAN, STOCKTON, SAN
JOAQUIN COUNTY
We have reviewed your final Phase I Remedial Action Plan for your Stockton
facility and determined that the selected remedies are appropriate. It is our
understanding that the extraction system will ultimately include the three
downgradient wells south of the freeway. The enclosed memorandum discusses
this issue, and general monitoring requirements.
The proposed phased approach and regular reevaluation of the extraction
system's performance, including modifications as needed, is the appropriate
solution to the remediation of the groundwater contamination at this site.
Hopefully, you can resolve your financial difficulties in the near future, so
we can commence with the environmental remediation of the Stockton facility.
Obviously, this final RAP pertains to those remedial actions necessary at an
operating facility. Since you are now considering shutting-down the Stockton
facility, some of the proposed remedial actions may not be necessary or may
change in scope. Once the bankruptcy issue is resolved and the operating
status of your Stockton facility is known, a revised list of remedial
activities, and associated costs and time lines, will be required.
If you have any questions please contact John Tomko at (916) 455 57123 or
myself at (916) 361-5670.
//7 ._
Antonia K.
