The scope <br /> and purpose of DHS concerns are not <br /> clear. We agree to discuss this <br /> issue at the upcoming meeting. <br /> Revised Time 1 These items are ongoing according to <br /> Schedule the work plan. <br /> 2 See response to Task 2. <br /> 3 We disagree with the DHS insinuation <br /> that migration of dust containing con- <br /> taminants is a significant issue that <br /> requires immediate resolution. One <br /> of the objectives of the PHERA and <br /> initial dioxins evaluation was, by <br /> established scientific and risk <br /> assessment procedures, to identify <br /> those area that are of immediate con- <br /> cern in order to focus work to address <br /> the identified areas of importance. <br /> The basic function of the PHERA is to <br /> allow a timely and efficient expendi- <br /> ture of time and funds to address <br /> those items that may impact public <br /> health and the environment. An <br /> example was the identified need to <br /> keep trespassers from the site which <br /> was addressed by fixing the site <br /> fence and reinforcing site security <br /> by hiring a weekend night guard ser- <br /> vice. Another is the identified need <br /> to define the limit of the off-site <br /> groundwater plume. Dioxins and air <br /> contaminants were not shown to be <br /> priority items. <br />
