Mr. Olivera is currently looking to improve manure <br /> management onsite. The changes at the site include the addition of a fly ash drying pad in side to the secondary pond. Mr. <br /> Olivera has submitted amendment to the Manure Management plan to conduct windrow manure drying operation. This <br /> operation is similar to a composting operation in appearance, but is for the purposes of drying. I made an un-announced site <br /> visit on August 9, 2010 to check on the windrow drying of the manure. During the site visit I checked the windrows for <br /> temperature. The temperatures were below 122 degrees F (Title 14 California Code of Regulations trigger for regulation). <br /> While onsite I went to the West end of Briggs Road to assess the odors from the Olivera Foods lagoons. The earliest detection <br /> of odor from the operation was at 500 feet from the lagoon. The odor were initially light but increased as I approached the <br /> lagoon. The checked the lagoon for a floating solids mat. The mat covered 40-50% of the lagoon. My concern with the mat is <br /> that it could increase the incidence of fly breeding. I noticed that the site manager(Mr. John Den dulk) arrived at the site. I <br /> went over and spoke with him. I explained that it was just a spot check and that I was not investigating a complaint. I asked <br /> Mr. Den dulk to agitate the lagoon and break up the solids mat. He stated that he had concerns that by breaking up the mat he <br /> would cause more odor, but agreed to do it. During the conversation Mr. Den Bulk mentioned that Mr. Olivera is currently is <br /> seeking a permit to install a bio digester at the site to handle the manure and to use the methane from that process to <br /> generate electricity. Mr. Olivera has made efforts to lower impacts from his operation on the surrounding community. Some of <br /> the changes are still in process (not finished). The EHD received an odor complaint on August 10, 2010. 1 made a site visit on <br /> August 11, 2010. During the site visit I spoke with Mr. Den Bulk and he confirmed that they agitated the lagoon on August 10, <br /> 2010, for approximately 1 hour. I called the complainant back and directed them to call APCD and they indicated that they <br /> have done so already. The EHD oversees Olivera Foods operation for the manure management practices, solid waste <br /> management, vector control and sanitation. The EHD has made it a practice to respond to all complaints. The <br /> complaints received by the EHD for odor can be an indication that the operation has other issues, so we respond. If issues <br /> exist that are under the EHD's authority then we will follow up. If there are not then we refer the issue to APCD.
