The Departinent of oxic Substances Control's(DTSC)Form 1358 is used to apply for a new permanent Californ'a ID number, reactivate an existing permanent ID number, inactivate an existing permanent ID numb r or to update information on a California or federal permanent ID number. California ID numbers are site-specific and owner- specific. T1 e ID nurnber enables regulators to track the waste from its origin to final disposal ("cradle to I rave'). A business must obtain a federal or State ID number before shipping hazardous waste to a r cycler or disposal facility. An exception from the ID number requirements is for businesses at gen ate nothing but small amounts of silver-only waste(such as photo fixer)and are shipping it o a recy ler. In addition,most businesses that generate only universal waste will not need an ID number.
