Location and Activities <br /> The Facility is located at 2050 East Louise Avenue, Lathrop, California, Assessor's parcel <br /> number 198-020-000, in a primarily industrial area within the city limits of Lathrop, <br /> California. The Facility is located on a 24.59-acre, rectangular-shaped parcel of land. The <br /> primary entry to the facility is from East Louise Avenue on the northwest corner of the <br /> property. <br /> The facility is used for truck rentals, service, repair of trucks and diesel fueling of fleet <br /> trucks. A single building, located on the center-north portion of the property, is divided <br /> into two primary areas: <br /> • Sales/Administration Area: Two story sales and administrative area occupying the <br /> western portion of the building. <br /> • Service Area: Large shop/service area occupying the eastern portion of the <br /> building. This area includes a small office area with customer service counter, and <br /> several large service bays for truck repair and maintenance activities. Petroleum <br /> lubricants and engine oil used to service trucks, are stored within the shop/service <br /> area. <br /> The Facility location map is included as Figure 1. Site diagrams including the location of <br /> hazardous materials storage area, building locations and critical spill control structures <br /> are depicted in Figure 3 and 4. <br /> 3.5.2. Facility Operating Structures and Areas <br /> The Facility is primarily a truck rental facility with diesel fueling and service capability for <br /> Facility-owned trucks only. The property is improved with one 38,720-square foot <br /> industrial building that is used for truck rentals and service, and houses both offices and <br /> repair maintenance shop areas. Sales areas and offices occupy the western portion of <br /> the building and includes an office mezzanine level. <br /> Approximately 250 feet southwest of the main office/shop building are two 6,000-gallon <br /> diesel fuel aboveground storage tanks (ASTs)that are manifolded together and equipped <br /> with two fuel dispensers and associated piping for refueling fleet trucks. <br /> The two 6,000-gallon diesel ASTs are UL 2085 listed steel double wall tanks with a leak <br /> detection system. The ASTs are manifolded together and has a total capacity of 12,000- <br /> gallons. The ASTs, piping and fuel dispensers are constructed within a concrete <br /> secondary containment and the impervious concrete pad and are protected by steel <br /> bollards painted with visible yellow color, to prevent vehicles from accidentally bumping <br /> into the AST or the fuel dispensers. Fuel piping runs directly from the AST to the adjacent <br /> dispensers and are also within the secondary containment and or the impervious concrete <br /> pad. The fuel dispensing area has a spill kit containing absorbent materials and tools to <br /> be de deployed in the event of a spill. <br />
