28 October 2020 AdvancedGeo
Project No. 20-6092 An Employee-Owned Compony
Page 9 of 20
4.5. INSPECTIONS, TESTS, AND RECORDS - 40 CFR 112.7(e)
As required by the SPCC rule, the Facility performs the inspections, tests and evaluations
as summarized in Table 6. Daily, monthly and annual inspection requirements are
described in this section. Facility management has deemed that routine AST inspections
are sufficient for identifying potential spills.
4.5.1. Daily Inspection
A Facility employee performs a complete walk-through of the Facility each day. This daily
visual inspection involves: (1) looking for storage tank damage or leakage, (2) looking for
tank/piping damage or leakage, and (3) stained or discolored surface hardscape.
4.5.2. Monthly Inspection
The checklist provided in Appendix B is used for monthly inspections by Facility
personnel. The monthly inspections cover the following key elements:
• Observing AST exterior, pipes, and other equipment for signs of deterioration,
leaks, corrosion and thinning;
• Observing AST foundations and supports for signs of instability or excessive
settlement;
• Observing AST fill and discharge pipes for signs of poor connection that could
cause a discharge, and AST vent for obstructions and proper operation;
• Observing storage container exteriors, for signs of deterioration, leaks, corrosion
and thinning.
• Observing spill pallets and supports for signs of instability or excessive settlement.
• Checking the inventory of discharge response equipment and restocking as
needed.
All problems regarding integrity of the petroleum storage containers or response
equipment are immediately reported to the Facility Coordinator. Visible oil leaks are
attended to and repaired as soon as possible to prevent a larger spill or a discharge to
navigable waters or adjoining shorelines. Pooled oil is removed immediately upon
discovery.
Monthly inspections are documented, and records are signed by the Coordinator and
maintained with this Plan for a period of at least three years, unless otherwise noted.
