The monitoring plan is not current and/or not approved by the EHD. -On the monitoring plan for the 91 tank,the mechanical Line Leak detector model information is blank. -On the monitoring plans for all tanks,the people mentioned under"personnel responsibilities"are not current. The monitoring plan must be uploaded to the California Environmental Reporting System(CERS). Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a minor violation. 202 CCR 2715(c)(3), 2715(c)(4) Failure to maintain the"Facility Employee Training Certificate"on-site(after October 1, 2018). No training log was available for designated operator training.All site employees must be trained prior to taking responsibility as a facility employee if after October 1, 2018, or within 30 days of hire if prior to October 1, 2018. The Facility Employee Training Certificate shall contain accurate information for all employees trained. Update the Facility Employee Training Certificate to contain the accurate information. This is a minor violation. 204 CCR 2712(1)Current monitoring plan approved by the EHD not found on site. An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a minor violation. 206 CCR 2712 Failure to comply with UST operating permit conditions. Close of escrow was on 8/26/2019. CERS submittal was made on 10/7/2019, more than 30 days after escrow closed. Permit may be transferred to a new underground storage tank owner if the complete submittal is made to the California Environmental Reporting System or a local reporting portal within 30 days of the change in ownership. Immediately complete and submit all required CERS documents for review by the EHD. This is a minor violation.
