UST Tank Information forms for the all tanks are not current in CERS. The tank forms state under riser secondary piping to be None, during the field inspection secondary containment of the rise piping was observed. Any change of information must be updated in CERS within 30 days of the changes. Immediately log into CERS, update the required information, and submit for review by the EHD. This is a Class II violation. 105 CCR 2632(d)(1), 2634(d) Failed to have an approved UST monitoring plan. The monitoring plan is not current and/or not approved by the EHD. For all tanks,the monitoring plan stated that ELD testing is performed, however the operator Mr. Chadda had a letter from the Water Board stating that it was not required to perform ELD testing. Furthermore the 87 product Leak Detector listed in the monitoring plan is FE Petro MLD however VMI LD2000 was observed during the field inspection. Lastly the 87 product STP sump list sensor 323 however sensor 208 was observed during the field inspection.The monitoring plan must be uploaded to the California Environmental Reporting System(CERS). Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class II. 202 CCR 2715(c)(3),2715(c)(4) Failure to maintain the"Facility Employee Training Certificate"on-site(after October 1, 2018). Employees Timmy(No last name provided in the training log),Varinder Kuar and Brianna(No last name provided in the training log)were trained on 10/8/18 and the"Facility Employee Training Certificate"was not used to document the training. Furthermore the employee Hapreet(no last name provided in the training log)was trained on 12/3/18 and the date of assuming responsibility was on 11/30/18. Lastly the date of training for Hapreet and Jeet Sing were not provided.All site employees must be trained prior to taking responsibility as a facility employee if after October 1,2018, or within 30 days of hire if prior to October 1, 2018. the"Facility Employee Training Certificate"shall contain accurate information for all employees trained. Update the"Facility Employee Training Certificate"to contain the accurate information and submit a copy of the updated form to the EHD. This is a minor violation. 204 CCR 2712(i)Current monitoring plan approved by the EHD not found on site. An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a minor violation.
