San Joaquin County Envii ntal Health Dept.
February 25,2011
Page 5
reportedly stated that "he wasn't sure which container the waste belonged in, but assumed that it was
like wash and wax products."
I have since spoken with the Store Manager and instructed that store personnel were to use proper PPE
to absorb the subject liquids using absorbent clay. The used absorbent was then sealed in individual
ziplock bags and placed into the appropriate CA Retail Hazardous Waste buckets. The fuel injector
cleaner absorbent.was placed in the Flammable waste container and the Slime Tire Sealant absorbent
was placed in the Toxic/CA Hazardous bucket. CA Retail Chemical Waste Program training was
reviewed with the Store Manager.
Every CA store AutoZoner was provided with comprehensive CA Retail Chemical Waste Program
training in November 2010, shortly after the program was rolled out to all stores. A copy of the CA
Retail Chemical Waste Program Meeting is presented for your review. The training log for Store
#5682 is attached. As this program is still fairly new, there may be occasional instances of confusion
until all store employees become familiar with the various waste stream classifications.
Items 60,61,and 62. Hazardous waste manifests were found without a signed off copy from the
destination facility(final copy) at all stores inspected.
Copies of every missing manifest less than three years old were located and are attached for your
review.
Each Store Manager was coached on proper manifest procedures. At the time of each service, the
waste vendor provides the store with the Generator copy of a hazardous waste manifest. A Final
Destination copy for each manifest is mailed to the AutoZone Store Support Center where it is
photocopied. The photocopy is mailed to the CA DTSC and the Final Destination copy is mailed to
the AutoZone Regional office where it is routed to the appropriate District Manager who routes to the
individual store. The Store Manager is responsible for matching the Generator Copy and the Final
Destination Copy of every hazardous waste manifest and neatly filing at the store. All copies of all
manifests are retained in the store file for a period of no less than three years.
Item 85. At time of inspection, shipping records for universal wastes (aerosol cans, fluorescent
bulbs, alkaline batteries)were not available for review.
This item was noted as a violation at each store inspected. As discussed in detail below, AutoZone
respectfully disagrees that there have been Universal Waste violations at its stores.
Lead-Acid Batteries - Nationwide, AutoZone stores recycled over 9 million lead acid batteries in
2010. Every retail store location collects used lead acid batteries from Do It Yourself customers.
Batteries are properly accumulated, stored and transported weekly from each store to the appropriate
AutoZone Distribution Center. A Bill of Lading is completed for every battery shipment as required
by DOT. A copy of every Bill of Lading is retained at the store for no less than three years.
Aerosol Cans — Aerosol cans which are leaking or which can not be used for their intended purpose
are processed through the CA Retail Chemical Waste program at each store. Damaged aerosol cans
are sealed in individual ziplock bags and placed in the waste bucket labeled "Flammable/Aerosol
Waste." An outside hazardous waste vendor (PSC) is scheduled to pick up accumulated waste from
every AutoZone store on a regular schedule (approx. every 160-179 days). PSC will provide the store
with a Hazardous Waste Manifest(generator copy) at the time of each service. The final copy of each
