i <br /> The projected contract mitigation is estimated at $69,440 per year for 10 years (life of the project). This <br /> would only mitigate a small portion of the operational emissions. Air quality impacts from project <br /> operations remain significant and unavoidable. <br /> Finding <br /> The impacts to air quality due to total emissions from.the operation of the project are considered <br /> significant and unavoidable. All feasible and reasonable changes or alterations have been required in, or <br /> incorporated into, the project that substantially'lessen the potentially significant effect as identified in the <br /> Final EIR. <br /> Brief Explanation of the Rationale for the Finding <br /> CEQA requires that all feasible and reasonable mitigation measures be applied to the project to reduce the <br /> impacts from construction and operation on air quality. Implementation of Mitigation-Measure 4.1-7 <br /> described below, would reduce total particulate matter emissions. No other 'reasonable or feasible <br /> mitigation has been identified that will reduce impacts to air quality for the project. <br /> MM 4.1-7. <br /> Prior to commencement of operations permitted by planning approvals, the applicant shall enter into an <br /> Development Mitigation Contract with the San Joaquin Valley Air Pollution Control District to help <br /> offset 41.93 tons of NOX, 12.74 tons of ROG, and 64.41 tons of PMIo. The applicant shall pay $69,440 <br /> per year for the life of the operation of the project to help mitigate air impacts and their associated health <br /> affects. The contract and first installment shall be accomplished prior to commencement of operations <br /> and annually from that date thereafter. A copy shall be submitted to the Kern County Planning <br /> Department prior to commencement of operations and annually after that. <br /> D. Cumulative Environmental Effects Of The Proposed Project That Will-Have A <br /> Less Than Significant Impact On The Environment. <br /> The project will not have significant cumulative impacts on air quality from carbon monoxide emissions. <br /> The project will not have significant cumulative impacts on air quality from localized carbon monoxide <br /> hot spots that may expose sensitive receptors to substantial pollutant concentrations. <br /> The project will not have significant cumulative impacts on air quality from sulfur dioxide emissions. <br /> The project will not have significant cumulative impacts on air quality from exposure of sensitive <br /> receptors to offensive odors affecting a substantial number of people. <br /> The project will not have cumulatively significant impacts on visibility in military flight corridors or in <br /> Class I Areas within 100 km of the project site. <br /> The project will not create cumulatively significant impacts related to Valley Fever (Coccodiomycosis) <br /> exposures. <br /> The project will not have cumulatively significant impacts from exposure of sensitive receptors to health <br /> risks from substantial pollutant concentrations. <br /> Findings of Fad—Section 15091 March 15,2016 <br /> H.M.Holloway Landfill Modification Project Final Board of Supervisors <br /> 14 <br />
