E. Cumulative Environmental Effects Of The Proposed Project That Will Have A <br /> Significant Impact On The Environment. <br /> Potential Significant Effect <br /> The project could have significant cumulative impacts from cumulative ozone precursor emissions(NOx, <br /> VOC). <br /> Description of Specific Impact <br /> The majority of the ozone precursor emissions from the Lost Hills Golden Gyp Mine result from <br /> activities that are similar to activities conducted for waste disposal operations. Offroad equipment such as <br /> rippers, dozers and scrapers are used for extracting minerals. Diesel trucks are used for onroad transport <br /> of gypsum. The unmitigated mining project exhaust emissions of NOx are 58.96 tpy, and the unmitigated <br /> emissions of VOC are 3.58 tpy. <br /> Ozone precursor emissions from San Joaquin Composting, Lost Hills Facility were calculated using <br /> source test information and other data obtained from a variety of sources, such as the SJVAPCD and the <br /> Kern County Environmental Health Services Department. The unmitigated composting project emissions <br /> of NOx are 144.95 tpy, and the unmitigated emissions of VOC are 572.56 tpy. <br /> By the year 2027,the adjacent H. M. Holloway Landfill will be in closure. Thus, the Lost Hills Sanitary <br /> Landfill will be opening after the closure of the H. M. Holloway Landfill facility. Annual average <br /> estimated unmitigated project emissions from the Kern County Lost Hills Sanitary Landfill project <br /> included in the cumulative impact analysis are 34.18 tpy for NOx, and 27.53 tpy for VOC. <br /> Summary of Total Unmitigated Ozone Precursors <br /> The total cumulative ozone precursor emissions from existing and proposed projects in the planning area <br /> are summarized below. Note that the contribution of the H. M. Holloway Landfill activities emissions <br /> represents the total emissions that would occur, as opposed to the incremental increase from the baseline. <br /> Note that two sets of emissions are provided; one for the near term period until 2027; and one for the long <br /> term period 2027 and beyond. The emissions of the Kern County Lost Hills Sanitary Landfill are <br /> included in the long term impacts below. The near term unmitigated ozone precursor emissions of NOx <br /> are 293.32 tpy, and the near term unmitigated emissions of VOC are 134.74 tpy. The long term <br /> unmitigated ozone precursor emissions of NOx are 327.50 tpy, and the long term unmitigated emissions <br /> of VOC are 162.27 tpy. Cumulative emissions, both near term, and long term, of NOx and VOC will <br /> continue to exceed specified significance threshold levels of ten tons per year from projects located within <br /> the designated planning area. <br /> The emission reductions from Mitigation Measure 4.1-2 summarized below will mitigate ozone precursor <br /> emissions of NOx and VOC. The near term mitigated ozone precursor emissions of NOx are 267.06 tpy, <br /> and the near term mitigated emissions of VOC are 132.05 tpy. The long term mitigated ozone precursor <br /> emissions of NOx are 301.24 tpy, and the long term mitigated emissions of VOC are 159.58 tpy. The <br /> cumulative ozone precursors emissions air quality impact remains significant and unavoidable. <br /> Finding <br /> The cumulative air quality impact from ozone precursor emissions (NOx, VOC) is considered significant <br /> and unavoidable.
