evidence were made during the reconnaissance survey. Although the open areas represent suitable <br /> foraging habitat; with the implementation of recommended measures described above, impacts to this <br /> species are not anticipated. <br /> Other Biological Resources <br /> During the reconnaissance-level survey eight potential nest locations were observed in the steep banks of <br /> Pits "F"and"F/G Connection Area" approximately 30 feet high. All of these locations showed evidence <br /> of past use by birds, including white wash in cavities of sufficient size for nesting. One potential nest was <br /> observed in the remaining dirt pile in the center of Pit"F/G Connection Area." In addition, several areas <br /> on steepside slopes showed <br /> p evidence of roosting or perching, but no evidence of potential nesting. The <br /> most likely species using these areas would be ravens or owls, and possibly raptors. However, with the <br /> implementation p on of recommended measures above, impacts to the species that may be using these areas <br /> would be less than significant. <br /> Direct Take of Federal and State i <br /> Listed/SP ecal Status Species <br /> Table 4.2-3 listed special status species for which further review and evaluation is required. I <br /> P q t should be <br /> noted, however, that no listed species or evidence of listed species was observed during the <br /> reconnaissance-level survey. Based on this information and the information obtained during the <br /> reconnaissance survey combined with implementation of appropriate and recommended measures, it has <br /> been determined that the proposed Project would not significantly affect any special-status species. A <br /> project review and on-site inspection of the historic gypsum mining and disposal operations was <br /> conducted by staff of the U.S. Fish and Wildlife Service during January 2003 to evaluate any potential <br /> effects to listed species. The U.S. Fish and Wildlife Service reviewed species data for the Project area <br /> and vicinity, Project information, and operational information provided by the applicant. As a result of <br /> this review,the Service concurred with the determination that the proposed action is not likely to result in <br /> take of federally listed species(USFWS 2003). <br /> Findm <br /> Changes or alterations have been required in, or incorporated into the project that substantially lessen the <br /> potentially significant effect as identified in the Final EIR, so that environmental effects after such <br /> mitigation are reduced-to a less than significant level. <br /> Brief Explanation of the Rationale for the Finding <br /> Pursuant to Public Resources Code Section 21081(a)(1), the Board of Supervisors finds that the project's <br /> adherence to mitigation measures 4.2-1, 4.2-2, and 4.2-3 will reduce the potential impact of this <br /> significant effect to a less than significant level. <br /> C.
