Cumulative impacts on biological resources will be reduced to a less than significant level with the
incorporation of the proposed mitigation measures.
E. Cumulative Environmental Effects Of The Proposed Project That Will Have A
Significant Impact On The Environment.
None
Cultural Resources
A. Environmental Effects Of The Project Found To Have No Impact On The
Environment,or Have A Less Than Significant Impact On The Environment.
None
B. Environmental Effects Of The Project That Are Potentially Significant,But That
Can Be Mitigated To A Less Than Significant Level.
Potential Significant Effect
Without appropriate mitigation, the project has the potential to damage or destroy a significant cultural
resource site(historical, archaeological,paleontological resources).
Description of Specific Impact
No National Register of Historic Places or National Landmark sites exist within or in proximity to the
Project area. No California Register of Historical Resources Sites, California State Historical Landmarks,
or Points of Historic Interest exist within or adjacent to the Project area. There is a lack of evidence that
any significant historical resources exist in the Project area. A copy of the cultural resources records
search for the Project area that was prepared for the original Gypsum Mining and Reclamation Plan
Environmental Impact Report (Kern County Planning Department 1982a) is provided in Volume I,
Appendix B-2. No further action was recommended. The nearest recorded archaeological sites are
located approximately % mile outside the Project area. Information regarding these sites was not
available in the records search. The Project site has been subject to continual ground disturbance through
70 years of gypsum mining and no.surface or subsurface historical or archaeological resources have been
identified. There remains however a slight potential to encounter unknown subsurface historic resources
during Project activities during excavation of Pit "F/G Connection Area." No other excavation is
intended for the Project site.
Based onthe records search completed for the 1982 Environmental Impact Report (CUP 1 Map 28 and
CUP 5, Map 29), the area is considered to be of low archaeological activity and no further action was
recommended. No inadvertent discoveries have been observed during the development of the current
Project which resulted in significant surface and subsurface disturbance over the area.
Prehistoric cultural resources may possibly exist on the Project site even though no evidence was
discovered during the Cultural Inventory Search, or during the extensive ground disturbance that has
occurred on the Project site over time. Potentially unknown archaeological resources could nevertheless
be encountered on the Project site during future construction activities.
Findings of Fact—Section 15091 March 15,2016
H.M.
