Brief Explanation of the Rationale for the Finding <br /> Pursuant to Public Resources Code Section 21081(a)(1),the Board of Supervisors finds that the project's <br /> adherence to the following mitigation measure will reduce the potential impact of this significant effect to <br /> a less than significant level: <br /> MM 4.5-5. <br /> The Project shall provide a worker changing facility(see Section 3.3.2). This facility will provide an area <br /> where all workers will be required to remove used Personal Protective Equipment(PPE) prior to leaving <br /> the biosolids landfill area, and where people entering the facility will have to change into their Personal <br /> Protective Equipment stored at the worker changing facility. The provision of the worker changing <br /> facility is to provide hygienic conditions to protect the safety of the workers while preventing the use of <br /> work clothes and boots outside of the biosolids work environment. The changing facility will include <br /> portable toilet and washing facilities, and a boot rinsing area for the workers. <br /> Potential Significant Effect <br /> Without appropriate mitigation,the project may result in future impact to the plugged and abandoned oil <br /> well, Blackwell# 1,API#02969767. <br /> Description of Specific Impact <br /> Located within the Pit"F/G Connection Area" is a plugged and abandoned oil well, Blackwell# 1,API# <br /> 02969767. The well was properly plugged and abandoned in 1983 and a recent inspection identified no <br /> indication of any oil and gas being present at the well location or in the immediate vicinity (Joe Austin, <br /> DOGGR- personal communication, 2004). An in situ well-indurated soil column, approximately 50 feet <br /> in diameter was left around the well casing when the pit was excavated. This in place soil column <br /> represents a buffer around, and protects the integrity of the well casing, corroborating a conclusion that <br /> the casing of the oil well remains intact. However, during construction and daily operational activities <br /> after implementation of the proposed Project, there is a possibility for accidental impacts to the well. <br /> Excavation and grading could disturb the well casing compromising the integrity of the well's <br /> abandonment.
