adherence to the following mitigation measure will reduce the potential impact of this significant effect to <br /> a less than significant level: <br /> MM 4.5-9. <br /> The applicant shall,prior to initiation of Project operations, submit an Integrated Pest Management(IPM) <br /> Plan for approval by the Kern Mosquito and Vector Control District and the Kern County Environmental <br /> Health Services Department. The IPM Plan shall be designed to use good housekeeping practices as the <br /> primary tool. The IPM Plan shall include(but not be limited to)measures to combat vector infestation by <br /> ensuring good.drainage of biosolids areas, frequent flushing, clean-up and maintenance of biosolids <br /> disposal edges, and prompt repair of leaking leachate system and rinsate system pipes and equipment. <br /> Secondary measures to be included in the IPM Plan are, as needed, biological controls including(but not <br /> limited to) the use of parasitic beetles and mites (to control egg and larvae populations) and parasitic <br /> wasps (to control fly pupae populations). When housekeeping and biological controls prove ineffective, <br /> or have provided limited effectiveness, chemicals (i.e., pesticides) may supplement the program. When <br /> chemicals are used, special care shall be taken to select and apply chemicals that are compatible with <br /> existing biological controls (i.e., those that do not kill parasitic wasps). These chemicals will be used <br /> only as necessary and in compliance with Federal and State laws and regulations regarding pesticides <br /> storage, application, and disposal. Chemicals classified as restricted materials will be applied only under <br /> permits issued by the Kern County Agricultural Commissioner. Bulk pesticides will be applied only by a <br /> State-licensed Pesticide-Applicator. Insecticides will be prepared and applied in conformance <br /> with <br /> practices recommended by the University of California Cooperative Extension. <br /> The IPM Plan shall contain a record-keeping protocol, which shall be followed and records kept on site <br /> and available upon request by the Kern County Vector and Mosquito Abatement District and <br /> Environmental Health Services(EHS). <br /> Potential Significant Effect <br /> Without appropriate mitigation, nonhazardous materials, such as fugitive litter, transported and disposed <br /> on site can create an offsite nuisance. <br /> Description of Specific Impact <br /> The project is requesting the approval of a number of waste streams for disposal at this facility. The <br /> waste streams will be transported to the facility in heavy duty truck/trailer vehicles. These truck loads <br /> should be tarped to provide a cover so no fugitive material can escape the trailer. Once on site,the trailers <br /> will be emptied at the working face of the disposal area. Any fugitive litter, blow-off fly ash, treated <br /> auto-shredder waste or other type of approved waste, should be controlled so it does not migrate offsite. <br /> The Report of Disposal Site Information (RDSI) should include detailed information on the litter control <br /> for the project for off site litter including frequency of removal, and inspection of tarps on covered loads <br /> during vehicle entry to the facility. <br /> Findin <br /> Changes or alterations have been required in, or incorporated into the project that substantially lessen the <br /> potentially significant effect as identified in the Final EIR, so that environmental effects after such <br /> mitigation are reduced to a less than significant level. <br /> Brief Explanation of the Rationale for the Finding <br /> Findings of Fact—Section 15091 March 15,2016 <br /> H.M.
