Pursuant to Public Resources Code Section 21081(a)(1),the Board of Supervisors finds that the project's <br /> adherence to the following mitigation measure will reduce the potential impact of this significant effect to <br /> a less than significant level: <br /> MM 4.5-10. <br /> The Report of Disposal Site Information shall include a litter control program for the facility. The litter <br /> control program shall include disposal vehicle inspections, frequency and distance from entrance gate for <br /> roadside litter removal. This program shall be approved by the County Environmental Health Services <br /> Department prior to commencement of operations. <br /> Potential Significant Effect <br /> Without appropriate mitigation,the project can result in operations during unsafe weather conditions. <br /> Description of Specific Impact <br /> The southern San Joaquin valley has extreme weather conditions during various parts of the year such as <br /> high winds causing dust storms, or tule fog causing low visibility. Both can cause unsafe conditions for <br /> travel and operations. The Project proposes to accept high pH wastes such as fly ash and lime filter cake. <br /> Unloading these and other industrial wastes in high winds may present health risk to site employees and <br /> high potential for air-borne waste. Low visibility due to winter valley tule fog conditions may also <br /> present a safety hazard for incoming and outgoing trucks onto Highway 46 from Holloway Road. <br /> Findin <br /> Changes or alterations have been required in, or incorporated into the project that substantially lessen the <br /> potentially significant effect as identified in the Final EIR, so that environmental effects after such <br /> mitigation are reduced to a less than significant level. <br /> Brief Explanation of the Rationale for the Finding <br /> Pursuant to Public Resources Code Section 21081(a)(1), the Board of Supervisors finds that the project's <br /> adherence to the following mitigation measure will reduce the potential impact of this significant effect to <br /> a less than significant level: <br /> MM 4.5-11. <br /> As part of the Report of Disposal Site Information (RDSI), the applicant shall develop a Standard <br /> Operating Procedures for extreme weather in consultation with County Environmental Health Services <br /> Department. The Procedures will define how operations will be modified or curtailed during high winds <br /> and low visibility conditions. <br /> C.
