D. Cumulative Environmental Effects Of The Proposed Project That Will Have A <br /> Less Than Significant Impact On The Environment. <br /> Cumulative impacts on hazards and hazardous materials will be reduced to a less than significant level <br /> with the incorporation of the proposed mitigation measures. <br /> E. Cumulative Environmental Effects Of The Proposed Project That Will Have A <br /> Significant Impact On The Environment. <br /> Potential Significant Effect <br /> The project could contribute to cumulative vector impacts. <br /> Description of Specific Impact <br /> A biosolids composting operation (San Joaquin Composting) is located approximately 4.5 miles north of <br /> the Project site. This operation is, as any operation involving the processing of large quantities of organic <br /> material,potentially,although not necessarily, a source of fly breeding. <br /> South of the Project site is the currently inactive Kem County solid waste disposal site. If activated, the <br /> disposal site could be a potential source of fly breeding. However, Kern County Waste Management is <br /> not planning to activate this landfill until 2027. Life expectancy of this Project is shorter than 2027 so no <br /> cumulative impact with the reactivated landfill is expected. Grazing activities are also known to occur in <br /> the Project vicinity which provide opportunities for fly breeding seasonally from animal feces. <br /> As noted in evaluating Project-level vector impacts, the nearest residential development is approximately <br /> 4 miles distant from the Project, 8.5 miles distant from the composting operation and 4 miles distant from <br /> the inactive landfill. The nearest schools; Lost Hills Elementary, Lost Hills Middle, and Thomas Middle, <br /> are located approximately 4 miles distant from the proposed Project. <br /> There is no model or scientifically predictable method for determination of fly dispersal or fly population <br /> at specified distances from a breeding source. Therefore, only a qualitative cumulative analysis can be <br /> conducted. Based on studies, some flies have been shown to travel farther than one to two miles from <br /> their release point but, in general, fly control efforts for a community problem are focused within one <br /> mile of the source, and assume random dispersal. Based on this lack of modeling and predictability and <br /> the lack of quantitative impact assessment guidance for vectors, this cumulative impact assessment is <br /> conservatively made. Unlike noise or other impacts there is no scientifically supported established <br /> threshold for the number of flies that represent an impact on a sensitive receptor, such as a residential <br /> backyard. While projects subject to the conditional use permit process may have IPM Plans to ensure that <br /> generation of flies is not excessive, existing sources in an area are not subject to the same requirements. <br /> While the Project will mitigate the generation of flies to a level of less than significant, the cumulative <br /> impacts from flies on nearby sensitive receptors can not be determined to be less than significant, despite <br /> the lack of complaint records regarding existing fly impact. <br /> Findine <br /> The cumulative vector impact is considered significant and unavoidable.
