A Report of Waste Discharge must be. <br /> submitted to the Regional Water Quality Control Board for approval of Waste Discharge <br /> Requirements. The Local Enforcement Agency must also approve the construction standards <br /> for the facility. Such requirements must be issued prior to acceptance of waste at the facility. <br /> b) The requirements will include the installation and operation of a leachate recovery system <br /> and monitoring wells located and designed in accord with RWQCB standards. <br /> MM 4.6-2. <br /> The Project must incorporate the following design and operational features to mitigate the <br /> potential for groundwater degradation from truck and equipment rinse-out: <br /> Biosolids delivery trucks and Project equipment leaving the biosolids deposition area must be <br /> rinsed prior to reaching a public road. <br /> Rinse facility design shall include: <br /> • A surfaced and curbed facility containment area. <br /> • A mobile or skid-mounted high pressure water or steam cleaning wash rack system <br /> • A rinsate recirculation storage tank <br /> • Provision for disposal of rinsate and rinsate solids <br /> Final design features of, and operational procedures for the rinsate facility must be approved by <br /> the Local Enforcement Agency prior to initiation of biosolids disposal. <br /> C. Effects Of The Project That Cannot Be Mitigated To A Level Less Than <br /> Significant. <br /> None <br /> D. Cumulative Environmental Effects Of The Proposed Protect That Will Have A <br /> Less Than Significant Impact On The Environment. <br /> Cumulative impacts on hydrology and water quality will be reduced to a less than significant level with <br /> the incorporation of the proposed mitigation measures. <br /> E.
