i <br /> Brief Ex lavation of the Rationale for the Finding <br /> g <br /> Pursuant to Public Resources Code Section 21081(a)(1), the Board of Supervisors finds that the project's <br /> adherence to the following mitigation measure will reduce thegn <br /> otential impact of this significant effect to <br /> P P <br /> a less than significant level: <br /> MM 4.8-2. <br /> The Project applicant will consult with Caltrans to develop plans to install a temporary deceleration lane <br /> for west-bound traffic on State Route 46 to make right turns onto Holloway Road, as well as a temporary <br /> acceleration lane for west-bound traffic to make right turns onto State Route 46 from Holloway Road. <br /> The applicant will install these improvements per the approved plans and to the satisfaction of Caltrans <br /> prior to commencement of increased waste deliveries. These improvements will provide for improved <br /> safety at the Holloway Road/State Route 46 intersection on an interim basis until the State Route 46 4- <br /> Lane widening project is completed. <br /> C. Effects Of The Project That Cannot Be Mitigated To A Level Less Than <br /> Significant. <br /> None <br /> D. Cumulative Environmental Effects Of The Proposed Project That Will Have A <br /> Less Than Significant Impact On The Environment. <br /> Cumulative impacts to transportation and traffic will be less than significant. <br /> E. GROWTH INDUCING IMPACTS <br /> Section 15126.2(d) of the State CEQA Guidelines provides the following direction regarding analysis of <br /> growth-inducing impacts: <br /> Discuss the ways in which the proposed Project could foster economic or population growth, or <br /> the construction of additional housing, either directly or indirectly, in the surrounding <br /> environment. Included in this are projects that would remove obstacles to population growth (a <br /> major expansion of a waste water treatment plant might,for example, allow for more construction <br /> in service areas). Increases in the population may further tax existing community service <br /> facilities so consideration must be given to this impact. Also discuss the characteristic of some <br /> projects that may encourage and facilitate other activities that could significantly affect the <br /> environment,either individually or cumulatively.
