implement the road improvements as sufficient funds are made available in the county's Capital <br /> Improvement Program Plan. <br /> Finding <br /> Changes or alterations have been required in, or incorporated into the project that substantially lessen the <br /> potentially significant effect as identified in the Final EIR, so that environmental effects after such <br /> mitigation are reduced to a less than significant level. <br /> Brief Explanation of the Rationale for the Finding <br /> Pursuant to Public Resources Code Section 21081(a)(1), the Board of Supervisors finds that the project's <br /> adherence to the following mitigation measure will reduce the potential impact of this significant effect to <br /> a less than significant level: <br /> MM 4.8-1. <br /> To improve Holloway Road, the applicant will be responsible for a proportionate share of the costs to <br /> improve the full-width of the road to Highway 46 based on the increase in truck traffic volumes generated <br /> by this Project. Costs are $96,460.00 (based on 1,378 tons of material) as calculated by the Kern County <br /> Roads Department and paid prior to implementation of the Project. <br /> Potential Significant Effect <br /> Without appropriate mitigation, the project could cause an increase in traffic at the intersection of <br /> Holloway Road and State Route 46 in the interim period prior to the completion of State Route 46 4-Lane <br /> widening project. <br /> Description of Specific Impact <br /> The Project will be commencing prior to the completion of the State Route 46 4-Lane, Segment 4, <br /> widening project which will improve the intersection of Holloway Road/Brown Material Road and State <br /> Route 46, as well as continue the 4-Lane Expressway way to the east of Brown Material Road. Segment <br /> 1 of the 4-Lane widening project will provide.a 4-Lane Expressway from State Route 33 to the east, to <br /> west of Brown Material Road. As currently scheduled, Segment 1 of the 4-Lane widening project will <br /> commence in 2008 and reach completion in 2011. The intersection improvements at Holloway <br /> Road/Brown Material Road and 4-Lane widening to the east of Brown Material Road in Segment 4 will <br /> not commence until 2010 and will require 3+years to reach completion in 2013+. During the interim 5- <br /> year period from 2008 to 2013, wherein State Route 46 will be under construction and will transition <br /> from 4 lanes to 2 lanes just west of the intersection of Brown Material Road, there will be an increase in <br /> 72 truckloads per day (144 truck trips) as a result of the Project.
