The following findings and brief explanation of the rationale for the findings regarding project <br /> alternatives identified in the EIR are set forth to comply with the requirements of Section 15091(a)(3) of <br /> the CEQA Guidelines. <br /> The consideration of alternatives is an integral component of the CEQA process. The selection and <br /> evaluation of a reasonable range of alternatives provides the public and decision-makers with information <br /> on ways to avoid or lessen environmental impacts created by a proposed project. When selecting <br /> alternatives for evaluation, CEQA requires alternatives that meet most of the basic objectives of the <br /> project while avoiding or substantially lessening the significant effects. Three alternatives to the project <br /> have been defined and analyzed. <br /> A. Project Alternatives <br /> Alternative A: No-Project Alternative <br /> The No Project would mean that the proposed solid waste disposal project would not be approved under <br /> this alternative, nor would-a Solid Waste Facilities Permit be issued. Solid waste disposal activities <br /> would cease at the project site. This site would have to be closed according to Title 27 regulations. <br /> Impacts <br /> Air Quality <br /> Air quality impacts would be generally less than the proposed Project as the existing landfill <br /> facilities are required to implement closure activities. Air emissions associated with the transport <br /> and disposal of waste streams, including transport-related NOx and biosolids—related reactive <br /> organic gasses and methane(a greenhouse gas)would be avoided. Closure-associated air quality <br /> impacts (dust, and equipment emissions), would be similar to those of the proposed Project, but <br /> would occur over a shorter term instead of over the life of the Project. <br /> Biological Resources <br /> Biological impacts would be potentially less than those of the proposed Project. Closure <br /> operations would occur across the entire site, and it could thus be returned to a more natural state <br /> sooner to provide habitat for biological resources. <br /> Cultural Resources <br /> Cultural resources impacts, while not expected to result from the proposed Project, would <br /> generally be the same as for the proposed Project as additional grading and excavation may be <br /> needed for soils for closure and for site reclamation. <br /> Hazards and Hazardous Materials <br /> Environmental impacts associated with hazards and hazardous materials would be less than the <br /> proposed Project. There would be no waste disposal and no on site storage and use of hazardous <br /> materials once closure is accomplished. Cumulative vector impacts associated with biosolids <br /> disposal would be avoided.
