Potential environmental impacts associated with known and presently unknown <br /> oil,gas and injection wells would be similar. <br /> Hydrology and Water Quality <br /> Environmental impacts associated with hydrology and.water quality would be less than those of <br /> the proposed Project. Leachate generation would not occur. <br /> Transportation and Traffic <br /> Environmental impacts associated with transportation and traffic would be significantly less than <br /> for the Project; there would be no waste transport to the proposed action over the short or long <br /> term. The site's closure actions would require no off-site transport. <br /> This alternative would reduce all significant and unavoidable impacts associated with the <br /> proposed Project. However, this alternative would not achieve any of the Project objectives. In <br /> accordance with CEQA Guideline 15091, the Kern County Board of Supervisors thus finds that <br /> this alternative cannot feasibly obtain the objectives of the Project, will not significantly reduce <br /> or avoid significant impacts of the project is less desirable than the proposed Project and rejects <br /> this alternative. <br /> Alternative B: Limited Waste Streams <br /> Under this alternative, only six of the nine waste streams would be authorized: co-generation ash,treated <br /> auto shredder waste, shredded auto tires, lime cake, designated asphalt products, and concrete/ cement <br /> rubble. Three of the Project-proposed waste streams, dewatered Class A and B biosolids, chipped <br /> construction lumber,and spent sandblast media would not be authorized. <br /> Impacts <br /> Air Quality <br /> Air quality impacts would be generally less than the proposed Project because the disposal permit <br /> would not include biosolids. Biosolids disposal will produce VOCs, (similar to ROG, Reactive <br /> Organic Gases) and methane. Onsite greenhouse gases would be generated at lesser levels and <br /> impacts to global climate change would be reduced but due to transportation and operations <br /> equipment, would still remain significant. Transportation impacts would be similar, as treated <br /> auto shredder waste would come from within and outside of the county, the same as could occur <br /> with biosolids. <br /> Biological Resources <br /> Disposal of the six waste streams in the Pits,and the subsequent closure of these Pits,would have <br /> the same biological impacts as those of the proposed action. <br /> Cultural Resources <br /> Cultural resources impacts would be the same as those of the proposed Project. <br /> Findings of Fact—Section 15091 March 15,2016 <br /> H.
