reduce or avoid significant impacts of the project is less desirable than the proposed Project and <br /> rejects this alternative. <br /> Public Services <br /> Mitigations have been included that reduce any impacts to public services for diversion goals of <br /> the County and impacts to County landfills. <br /> This alternative, with the deletion of biosolids, would have only a short term impact from <br /> transportation and operations for greenhouse gases as no landfill gas, or only a very low quantity <br /> thereof, would be generated. It would also reduce the VOC's produced and negate the <br /> requirement for landfill gas monitoring. This alternative would not generate vectors and thus not <br /> produce a cumulative impact of hazards (vectors). However, it would not meet all of the Project <br /> objectives as it would not take advantage of the geologic and hydrogeologic conditions at the <br /> Project site which provide unique advantages and safeguards for the environmentally beneficial <br /> disposal of the waste streams, including biosolids. <br /> ENVIRONMENTALLY SUPERIOR ALTERNATIVE <br /> Alternative A: The No Project Alternative would be environmentally superior to the proposed project on <br /> the basis of the minimization or avoidance of physical environmental impacts. Section 15126(e)(2)of the <br /> State CEQA Guidelines states that if the no project alternative is found to be environmentally superior, <br /> "the EIR shall also identify an environmentally superior alternative among the other alternatives." <br /> In terms of effects on the environment, the environmentally superior alternative is Alternative B: Limited <br /> Waste Streams. However,this alternative would still result in significant and unavoidable impacts, and it <br /> would not meet all of the objectives of the proposed Project. Specifically, it would not take advantage of <br /> the geologic and hydrogeologic conditions at the Project site which provide unique advantages and <br /> safeguards for the environmentally beneficial disposal of the waste streams, including dewatered Class A <br /> or B biosolids. In accordance with CEQA Guideline 15091, the Kern County Board of Supervisors thus <br /> finds that this alternative cannot feasibly obtain the objectives of the Project, will not significantly reduce <br /> or avoid the significant impacts of the Project, is less desirable that the proposed Project and rejects this <br /> alternative. <br /> Findings of Fact—Section 15091 March 15,2016 <br /> H.M.
