Conclusion <br /> The Board of Supervisors has balanced these benefits and considerations against the <br /> potentially significant unavoidable environmental impacts of the Project and has concluded that <br /> the impacts are outweighed by these benefits. After balancing environmental costs against <br /> Project benefits, the Board of Supervisors has concluded that the benefits the County will derive <br /> from the Project, as compared to existing and future impacts, outweigh such impacts. The <br /> Board of Supervisors believes the Project benefits outlined above, override the significant and <br /> unavoidable environmental effects associated with the Project.
