Bringing the existing disposal operation under the regulation of a Solid Waste Facility permit will <br /> allow for more comprehensive permit conditions, public review, and regulatory oversight. It will <br /> also serve to address any potential environmental justice issues. The Project site and <br /> surrounding 1,320 foot buffer would also be formally regulated through the Kern County General <br /> Plan solid waste goals and policies as well as compatibility with Appendix E Siting Criteria which <br /> provides guidance for siting of landfills for the protection of the environment. A solid waste map <br /> code designation will help to ensure against future incompatible land uses in the Project vicinity. <br /> This facility will also require a County Siting Element Amendment to include this facility into the <br /> Element. This will also allow the Solid Waste Management Advisory Committee to review and <br /> recommend conditions to the Board of Supervisors to ensure compatibility with the waste <br /> management goals of the County and City jurisdictions. <br /> The Solid Waste Facility Permit requires a complete Joint Technical Document which includes <br /> the Report of Waste discharge to the Regional Water Quality Control Board for issuance of <br /> Waste Discharge Requirements for the protection of the County's surface and groundwater. A <br /> Report of Disposal Site Information is also included for the Integrated Waste Management <br /> board to oversee and regulate the facility. The Joint Technical Document also include closure <br /> and post closure maintenance plans as well as financial assurance during the life of the facility. <br /> This guarantees safe closure of the landfill in accordance with Title 27 for the protection of the <br /> environment and the public. <br /> 11. Provide the benefit of additional property taxes of a landfill facility on a <br /> currently vacant piece of property. <br /> The property taxes are currently $11,123.00 per year. With the approval of a landfill facility, the <br /> property will re-evaluated and additional property taxes will be collected. That amount has not <br /> yet been calculated but will be increased from what is currently paid to the Assessor in <br /> valuation. <br /> 12. Provide additional benefits of planting 671 trees to offset CO2 at 8,045.25 <br /> metric tons CO2 equivalent greenhouse gas emissions. <br /> The planting over the first 3 years of 671 trees, at a estimated cost of$33,600 will help to offset <br /> CO2 greenhouse gas emissions of this project estimated at 8,045.25 metric tons CO2 <br /> equivalent. This is in addition to other project designs such as landfill gas flaring systems that <br /> helps reduce other greenhouse gases such as methane. <br /> 13. Provide the benefit of a Developer Mitigation Contract for Air Impacts. <br /> A Developer Mitigation Contract for air impacts is included with this project to help offset NOx, <br /> ROG and PM10.
