Environmental Compliance Review Report <br /> H.M. Holloway Landfill December 2017 <br /> EXECUTIVE SUMMARY <br /> DTE Stockton LLC, (DTE Stockton) retained TRC Solutions, Inc. (TRC) to conduct a limited <br /> environmental compliance evaluation of the H.M. Holloway Class III non-hazardous Industrial <br /> Waste Landfill which is owned and operated by Holloway Environmental, LLC (Holloway) <br /> located at 14045 Holloway Road, California. The methodology for conducting the environmental <br /> compliance evaluation included a database review, site visit, and meetings with DTE Stockton <br /> and Holloway staff to discuss current and proposed operations. <br /> TRC completed the limited compliance evaluation of the Holloway facility in accordance with <br /> the evaluation criteria agreed upon with DTE Stockton, and methodology outlined in Section <br /> 2.0 of this report. <br /> The Holloway facility operates under the following permits: <br /> • Approved Conditional Use Permit(CUP) 9, Map 28. <br /> • California Regional Water Quality Control Board, Central Valley Region(RWQCBCV) <br /> Waste Discharge Requirements (WDRs) Order No. 97-078. <br /> • Solid Waste Facility Permit—Solid Waste Information System(SWIS) <br /> 15- AA- 0308- 010-A issued by the Local Enforcement Agency (LEA)which is the <br /> Kern County Public Health Department, Environmental Health Division. <br /> • San Joaquin Valley Air Pollution Control District, permit unit 5-7754-1-1. <br /> The compliance findings based on the above listed permits and site visit are as follows: <br /> EDR AuditcheckTM Facility Report <br /> • None of the included database listings indicate pending or active environmental <br /> compliance enforcement action or violation associated with Holloway operating permits <br /> or conditions. <br /> Air <br /> • The facility operates under the permit number 5-7754-1-1, issued by the San Joaquin <br /> Valley Air Pollution Control District that expires in May 2020. The facility can only <br /> receive the following materials to be placed into their landfill: Class A biosolids, Class <br /> B biosolids, lime cake, fly-ash, spent abrasive blasting material, and treated <br /> nonhazardous auto shredder waste. <br /> • No outstanding violations or pending enforcement actions were identified in the EDR <br /> AuditcheckTM Facility Report. <br /> Solid Waste <br /> • A search of the CalRecycle website and the Solid Waste Information System(SWIS) <br /> list found that the Holloway facility is listed as a Permitted Solid Waste Facility <br /> (SWF/LF) with a listed Facility ID number 15-AA-0308. Holloway provided the <br /> current SWF permit. <br /> • A Notice of Violation(NOV) from the LEA; issued on September 15, 2016,was <br /> cleared on October 3, 2016.
