Environmental Compliance Review Report <br /> H.M. Holloway Landfill December 2017 <br /> 4, Section 25143.5 and Title 14, California Code of Regulations (CCR), Chapter 3. Minimum <br /> Standards for Solid Waste Handling and Disposal, Article 5.8. Nonhazardous Ash Regulatory <br /> Tier Requirements. According to the Health and Safety Code Section 25143.5, ash generated <br /> from a biomass combustion process can be beneficially used in a manner that results in <br /> lowering pH level to below 12.5, and Title 14, Chapter 3, Article 5.8 provides for use of <br /> nonhazardous ash as a waste stabilizing material. The full citation reference is included in <br /> Appendix B. <br /> The purpose of the environmental compliance evaluation of Holloway is to assess whether <br /> Holloway is operating in general conformance with applicable environmental regulations and <br /> requirements prior to accepting non-hazardous ash from DTE. Specifically, the evaluation <br /> identified: <br /> (1) Applicable permits for site activities; <br /> (2) Pending enforcement actions, if any; and <br /> (3) Whether facility operations are in accordance with operating permit conditions. <br /> 1.2 FACILITY OVERVIEW <br /> The Holloway Solid Waste Facility is approximately 301 acres and is located at 14045 <br /> Holloway Road, City of Lost Hills, Kern County, California. The facility began operations in <br /> 1932. The facility is comprised of Assessor's Parcel Numbers 057-240-17, 057-240-19, 057- <br /> 220-16, and 057-240-29. (See Vicinity and Site Maps in Appendix A). <br /> The Holloway facility is owned and operated by Holloway Environmental, LLC and is <br /> designated as a Class III non-hazardous Industrial Waste Landfill facility on a site that was <br /> formerly used for gypsum surface mining operations. The land owner is Lost Hills <br /> Environmental LLC. The landfill operates under the following: <br /> • Approved Conditional Use Permit(CUP), Map No. 28 <br /> • California Regional Water Quality Control Board, Central Valley Region(RWQCBCV) <br /> Waste Discharge Requirements (WDR) Order No. 97-078 <br /> • Solid Waste Facility Permit—SWIS 15-AA-0308-01 0-A issued by the Lead <br /> Enforcement Agency (LEA)Kern County Environmental Health Services Division <br /> • San Joaquin Valley Air Pollution Control District, permit unit S-7754-1-1. <br /> The landfill is currently allowed to conduct disposal operations in four(4) contiguous pit areas <br /> described as Pits E, F, G, and the Pit F/G Connection Area. The pits are backfilled with <br /> alternating equal lifts of waste, or a blend of approved imported non-hazardous waste streams <br /> (as described above), and native clean cover soils. The landfill can dispose a maximum of 2,000 <br /> tons of waste daily. The landfill is currently operating as a non-classified deposition site for a <br /> limited number of non-hazardous industrial waste streams. The landfill is not a public facility. <br /> TRC was advised by Holloway that their operations fall under standard industrial classification <br /> (SIC) code: <br /> 4953 Refuse System <br /> 2 <br />
