Holloway Landfill Modification Project <br /> Modification of Conditional Use Permit No. 9, Map 28 <br /> Final Environmental Impact Report <br /> (SCH #2002111102) <br /> Lead Agency: Kern County Planning and Community Development Department <br /> Section I. INTRODUCTION _-------� ------_---------_-- ------ <br /> The following findings of fact are based in part on the information contained in the Draft and Final <br /> Environmental Impact Report(Final EIR) for the H.M. Holloway Landfill Modification Project(project), <br /> CUP No. 9, Map 28, as well as additional facts found in the complete record of proceedings. The Final <br /> EIR is hereby incorporated by reference and is available for review at the Kern County Planning <br /> Department,2700"M" Street, Suite 100, Bakersfield 93301. <br /> Section II. FINDINGS REGARDING THE POTENTIAL ENVIRONMENTAL EFFECTS OF <br /> THE PROPOSED PROJECT <br /> In May 2004, Kern County issued a Notice of Preparation and Initial Study for the project. Based on the <br /> Initial Study and Notice of Preparation, a determination was made that the Final EIR would contain a <br /> comprehensive analysis of all environmental issues identified in Appendix G of the CEQA Guidelines. <br /> With respect to all impacts identified as"less than significant" or as having"no impact" in the Final EIR, <br /> the Board of Supervisors finds that those impacts have been described accurately and are less-than- <br /> significant or have not impact as so described in the Final EIR as follows-.' <br /> Air Quality <br /> A. Environmental Effects Of The Project Found To Have No Impact On The <br /> Environment,or Have A Less Than Significant Impact On The Environment. <br /> The project will not impact air quality due to emissions of ozone precursors (NOx, VOC) from employee <br /> commute and business travel. <br /> The project will not impact air quality due to fugitive emissions of ozone precursors (NOx, VOC) from <br /> landfill gas generation. <br /> ' Despite concluding that certain impacts would be less-than-significant or would have no impact, the Final EIR nonetheless <br /> incorporated mitigation measures in the form of complying with the goals, policies, and implementation measures of the Kern <br /> County General Plan or other adopted regulations.
